Since 2001, the Federal government has provided grant funds throughout the Nation, especially to Tier 1 UASI Regions, for the purpose of purchasing equipment to enhance first responder capabilities.  In many cases, this equipment was purchased without an adequate opportunity to field test the item to ensure it met the needs and/or mission of the end user.  As a result, some equipment and technology purchased has gone unused and “warehoused.”

Urban Shield evaluates the Region’s current technology and equipment to accurately determine their state of readiness and level of effectiveness. In addition, Urban Shield incorporates future technologies and products into the exercise scenarios over a 24-hour continuous period. This allows regional first responders a unique opportunity to use the products in realistic venues to determine the level of effectiveness compared to that of their current equipment. In addition, related executives have the opportunity to observe the products while being used, as well as during the Trade Show. This critical information will assist in prioritizing programs and directing future expenditures in order for the region to become more prepared. Finally, observers are expected not only from the Boston area, but other Urban Area Security Initiative (UASI) regions throughout the nation, as well as abroad.
